This article aims to analyze the regulatory dynamics of Baitul Maal wat Tamwil (BMT) from both historical and normative perspectives, particularly the transition from the legacy of concordance toward legal unification under Law No. 4 of 2023 on Financial Sector Development and Strengthening (UU P2SK). This study employs a library research method with a qualitative approach, utilizing normative-juridical and socio-legal analysis. Data sources consist of statutory regulations, scholarly literature, and relevant prior studies, which are examined through content analysis and interpretative analysis. The findings reveal that regulatory fragmentation of BMT in the pre-P2SK period generated legal uncertainty and institutional weaknesses, largely due to the legacy of concordance and unmanaged legal pluralism. The enactment of UU P2SK signifies a shift toward a more coherent regulatory unification, contributing to strengthened legal legitimacy, integrated supervisory frameworks, and improved governance standards of BMT within the Islamic finance ecosystem.
