Abstract

Penelitian ini bertujuan menganalisis koherensi kebijakan pendidikan menengah di Indonesia dalam perspektif Pendidikan Kewarganegaraan, khususnya pada hubungan antara regulasi, implementasi, dan pembentukan civic competence. Penelitian menggunakan pendekatan kualitatif dengan desain analisis dokumen terhadap 15 dokumen kebijakan utama periode 2003–2025, serta didukung hasil penelitian terdahulu. Data dianalisis secara tematik dan disajikan melalui matriks analisis kebijakan. Hasil penelitian menunjukkan bahwa kebijakan pendidikan menengah secara normatif telah mengarah pada penguatan nilai, karakter, dan kompetensi peserta didik. Namun, implementasinya masih menunjukkan variasi akibat perbedaan kapasitas satuan pendidikan, kesiapan sumber daya, dan dinamika perubahan kebijakan. Kondisi ini berdampak pada belum seimbangnya pengembangan pengetahuan, keterampilan, dan disposisi kewargaan. Penelitian ini menegaskan bahwa koherensi kebijakan memerlukan keselarasan regulasi, penguatan implementasi, serta sistem evaluasi yang mampu mendukung pembentukan warga negara yang kompeten dan berkarakter.   This study analyzes the coherence of secondary education policy in Indonesia from a Civic Education perspective, focusing on the relationship between regulation, implementation, and the development of civic competence. This research employed a qualitative approach with document analysis of 15 key policy documents from 2003 to 2025, supported by previous studies. The data were analyzed thematically and presented through a policy analysis matrix. The findings show that secondary education policies have normatively supported the strengthening of values, character, and student competencies. However, implementation still varies due to differences in school capacity, resource readiness, and rapid policy changes. This condition affects the balanced development of civic knowledge, civic skills, and civic dispositions. The study concludes that policy coherence requires regulatory alignment, stronger implementation capacity, and an evaluation system that supports the formation of competent and responsible citizens.
