This community service-based research aims to analyze the effectiveness of implementing a Quiz Competition (Lomba Cerdas Cermat/LCC) as a strategy to enhance learning motivation and public policy literacy among senior high school students in Pematangsiantar City. The study employs a descriptive approach combining quantitative and qualitative methods. Data were collected through observation, interviews, and pre-test and post-test assessments administered to participants. The results indicate a significant improvement in students’ understanding of public policy, as reflected by an increase in average scores from 65% before the activity to 85% after its implementation. In addition, the participant satisfaction rate reached 90%, suggesting that the LCC is effective as an interactive and participatory learning medium. The activity also contributed to the development of students’ critical thinking skills, collaboration abilities, and active engagement with public policy issues. These findings demonstrate that competition-based learning approaches can create a more engaging, challenging, and meaningful learning environment. Therefore, the LCC can be recommended as an innovative educational model that can be sustainably developed to support the improvement of educational quality and public policy awareness among the younger generation.
