Abstract

Public participation in conventional Musyawarah Perencanaan Pembangunan (Musrenbang) often faces challenges such as limited citizen engagement, elite domination, and lack of transparency in the proposal process. These issues highlight the need for governance innovations that strengthen openness and communication efficiency between the government and citizens. This study aims to analyze the public relations (PR) strategies of the Magelang City Government in building public trust through the digitalization of neighborhood-level Musrenbang (RT) using the Ora Ribet application. A qualitative, narrative-descriptive approach was employed to explore collaborative communication practices between the government and citizens. Data were collected through in-depth interviews with ten informants representing government officials, neighborhood leaders, and community members, as well as documentation from the digital Musrenbang platform. Thematic analysis was applied to identify patterns of transparency, accountability, and participation. The findings indicate that the Ora Ribet application enhances information transparency, accelerates cross-level communication within the local government, and strengthens accountability and citizens’ trust in the development process. The digital transformation also fosters co-creation governance, where citizens act as active partners rather than passive recipients of policy decisions. This study contributes to the theoretical development of co-creation governance and supports policy implementation for Musrenbang digitalization. Its novelty lies in the exploration of how digital public relations practices foster citizen trust through community-based digital governance innovation.
