This study aims to analyze the implementation of visionary and transformational leadership by the principal in developing an excellent organizational culture at SDN 21 Talang Ubi. The research employed a qualitative approach with a case study design, utilizing interviews, observations, and documentation as data collection techniques. Data were analyzed through data reduction, data display, and conclusion drawing. The findings reveal that the principal integrates a long-term vision with transformational leadership practices through inspirational motivation, intellectual stimulation, and individualized consideration for teachers. This leadership approach fosters the development of a collaborative, disciplined, and innovative work culture. The study further confirms that the synergy between a clear vision and the ability to transform organizational members’ behavior is a key factor in creating a high-performing and competitive school environment.
