This research is motivated by the nature of books that tend to be complex so that students have difficulty understanding the material taught, especially in Indonesian language lessons on vocabulary of adjectives. At this stage, elementary school students should not only be required to understand basic words, but also master more complex vocabulary including words with affixes. The purpose of this study is to develop a picture story book media based on reading literacy to enrich the Indonesian vocabulary of fifth grade elementary school students. The development model used is ADDIE (analysis, planning, product development, implementation and evaluation). The subjects of the study were 30 fifth grade students. Data collection methods were observation, interviews, questionnaires, and tests. The instruments used were expert validation questionnaire sheets, and evaluation questions. Data analysis techniques used were qualitative and quantitative. The results of the study showed that there were differences in students' Indonesian vocabulary before and after implementing Picture Story Books Based on Reading Literacy. It can be concluded that Picture Story Books Based on Reading Literacy are effective in Enriching the Indonesian Vocabulary of Fifth Grade Students. The implications of this study show the importance of using attractive visual media to support the learning process in elementary schools.
