Implementasi sistem informasi digital dalam sektor maritim ditujukan untuk mereduksi birokrasi serta meningkatkan efisiensi operasional pelabuhan. Penelitian ini bertujuan untuk mengevaluasi efektivitas sistem Inaportnet dan Simlala dalam proses Clearance In dan Clearance Out kapal asing, dengan studi kasus pada MV. Seacon Yokohama di Pelabuhan Sarana Citra Nusa (SCN) Kabil, Batam. Metode yang digunakan adalah kualitatif deskriptif dengan pendekatan studi kasus. Pengumpulan data dilakukan melalui observasi partisipatif selama empat bulan, wawancara mendalam dengan praktisi keagenan kapal, serta dokumentasi sistemik. Hasil penelitian menunjukkan bahwa meskipun digitalisasi telah mengintegrasikan berbagai dokumen administrasi melalui sistem satu pintu, efisiensi operasional masih terkendala oleh ketergantungan pada verifikasi manual serta instabilitas infrastruktur jaringan. Ditemukan pula fenomena "birokrasi digital paralel," di mana koordinasi informal melalui platform pesan instan tetap diperlukan untuk mempercepat persetujuan otoritas. Penelitian ini berkontribusi dalam memetakan tantangan transisi digital di kawasan perdagangan bebas (Free Trade Zone) dan merekomendasikan perlunya integrasi sistem yang lebih otonom serta penguatan infrastruktur teknologi guna meminimalkan dwelling time. The implementation of digital information systems in the maritime sector aims to reduce bureaucracy and enhance port operational efficiency. This study evaluates the efficacy of the Inaportnet and Simlala systems in the Clearance In and Clearance Out processes for foreign vessels, focusing on the case of MV. Seacon Yokohama at Sarana Citra Nusa (SCN) Kabil Port, Batam. Employing a descriptive qualitative method with a case study approach, data were gathered through four months of participatory observation, in-depth interviews with ship agency practitioners, and systemic documentation. The findings indicate that while digitalization has integrated various administrative documents into a single-window system, operational efficiency remains hindered by a reliance on manual verification and network infrastructure instability. A unique phenomenon of "parallel digital bureaucracy" was identified, where informal coordination via instant messaging platforms is still required to expedite authority approvals. This research contributes to the understanding of digital transition challenges in Free Trade Zone (FTZ) ports and recommends the necessity for more autonomous system integration and strengthened technological infrastructure to minimize dwelling time.
