This literature review examines the implementation of school zoning policies (PPDB zonasi) in Indonesia and its impact on educational access and quality. The study synthesizes recent research from 2019 to 2026, focusing on the positive effects of zoning, the paradoxes and negative consequences, policy analysis, and recommended interventions. Findings indicate that zoning has improved access for students from underprivileged backgrounds and reduced competitive pressure in elite schools. However, disparities in school quality, teacher competence, and educational facilities persist, creating a paradox between increased access and uneven educational outcomes. Policy analysis highlights a policy implementation gap and the distinction between equity and equality, emphasizing the need for comprehensive strategies that include capacity building, resource improvement, and data-driven monitoring. The review concludes that while zoning contributes to more equitable access, sustained efforts are required to ensure quality education for all students.
