Abstract

Keselamatan dan kesehatan kerja (K3) merupakan aspek penting dalam proyek konstruksi untuk meminimalkan risiko kecelakaan dan menjamin kelancaran pelaksanaan pekerjaan. Penelitian ini bertujuan menganalisis implementasi Sistem Manajemen Keselamatan Konstruksi (SMKK) berdasarkan Peraturan Menteri PUPR Nomor 10 Tahun 2021 pada proyek pembangunan Medan Islamic Center. Penelitian menggunakan pendekatan deskriptif kualitatif melalui studi lapangan dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Analisis data dilakukan menggunakan model interaktif Miles dan Huberman. Hasil penelitian menunjukkan bahwa implementasi SMKK telah dilakukan melalui identifikasi bahaya, penilaian risiko, pelatihan keselamatan, penggunaan alat pelindung diri (APD), serta penyusunan prosedur tanggap darurat. Penerapan tersebut mampu meningkatkan kesadaran keselamatan dan menekan potensi kecelakaan kerja. Namun, masih ditemukan kendala berupa rendahnya kepatuhan sebagian pekerja dan keterbatasan pengawasan. Penelitian ini memberikan implikasi praktis sebagai bahan evaluasi untuk meningkatkan efektivitas penerapan SMKK pada proyek konstruksi berskala besar.   Occupational Safety and Health (OSH) is a crucial aspect of construction projects to minimize accident risks and ensure the smooth execution of project activities. This study aims to analyze the implementation of the Construction Safety Management System (CSMS) based on the Regulation of the Minister of Public Works and Housing (PUPR) Number 10 of 2021 in the Medan Islamic Center construction project. The study employed a descriptive qualitative approach through field research, with data collected through observation, interviews, and documentation. Data were analyzed using the interactive model of Miles and Huberman. The findings indicate that the implementation of CSMS has been carried out through hazard identification, risk assessment, safety training, the use of personal protective equipment (PPE), and the establishment of emergency response procedures. These measures have contributed to increasing workers' safety awareness and reducing the potential for workplace accidents. However, several challenges remain, including low compliance among some workers and limited supervision. This study provides practical implications as an evaluation framework for improving the effectiveness of CSMS implementation in large-scale construction projects.
