<![CDATA[The ability to write research proposals is an important academic competence that supports the success of literacy activities in higher education. This study aims to analyze students' ability to write research proposals, examine the contribution of literacy activities, identify the challenges faced by students, and formulate strategies to improve research proposal writing skills. This study employed a qualitative descriptive method with a library research approach. The data were obtained from various scientific sources, including journal articles, books, conference proceedings, and relevant previous studies. The data were analyzed using content analysis through the stages of data reduction, data presentation, and conclusion drawing. The findings indicate that students still encounter difficulties in formulating research problems, developing literature reviews, and determining appropriate research methods. Literacy activities have been proven to contribute to improving research proposal writing skills through strengthening reading abilities, critical thinking, and information management. Therefore, strengthening literacy culture, providing scientific writing training, and utilizing digital technology need to be continuously implemented.]]>
