The integration of religious values into Islamic higher education remains a strategic issue in strengthening academic quality and students’ religious character. This study aims to examine value-based educational management strategies implemented in three leading Islamic higher education institutions in East Java. Using a qualitative multi-case study design, data were collected through in-depth interviews, participant observation, and documentation studies at UIN Maulana Malik Ibrahim Malang, UIN Sayyid Ali Rahmatullah Tulungagung, and the Islamic University of Malang. Data were analyzed through condensation, display, and cross-case conclusion drawing. The findings show that institutional transformation is achieved through Islamic-value-based visions, strategic implementation, human resource development, curriculum integration, and innovative learning practices. This research contributes to the development of a value-based educational management model that supports academic excellence while strengthening religious character in Islamic higher education.
