How smoothly clean water reaches the public depends heavily on how well the workforce behind the service performs its daily duties, making employee performance a matter worth close attention. This study looks at three factors thought to shape that performance among staff at Perumda Air Minum Tirta Ampera Area Musuk: how closely employees follow workplace rules, the condition of the organization surrounding them, and the internal drive pushing them to achieve. Given the limited workforce size, all 40 employees were included as respondents through saturated sampling, with Likert-scale responses processed via multiple regression in SPSS once the classical assumption tests were satisfied. Field findings confirm that rule-following among staff meaningfully lifts their performance (t = 3.692; sig = 0.001), and organizational conditions emerge as the strongest single driver among the three (t = 4.651; sig = 0.000). Notably, achievement drive also contributes significantly, though in a direction opposite to what was initially expected (t = -3.235; sig = 0.002). Taken together, the three factors convincingly shape employee performance (F = 41.587; sig = 0.000), explaining 62.3 percent of its variance (Adjusted R Square 0.623). Rule-following and organizational conditions stand out as the levers worth strengthening, while the inverse pattern found for achievement drive signals that management may need to rethink how it approaches incentives.
