MODEL FOR UTILIZING THE UNDER SPACE OF JAKARTA OUTER RING ROAD (JATIASIH – JATIMEKAR) TO INCREASE PUBLIC OPEN SPACE IN BEKASI City

of residual space under flyovers a crucial solution. This descriptive qualitative research aims to analyze existing conditions, consideration factors, and formulate an optimal model for utilizing the space beneath the JORR Jatiasih–Jatimekar Toll Road. The results show that the land is currently occupied informally by street vendors, online motorcycle taxis, and temporary waste disposal. Based on aspects of comfort, accessibility, and local wisdom, the researcher formulated an integrative model that includes MSME zoning, sports, social space, green areas, and structured parking. All-day activities are proven to revitalize the area and enhance urban aesthetics. In conclusion, this model is highly essential as an innovative reference for the government in reclaiming residual spaces into productive and organized urban social infrastructure.Keywords: Public Space, Residual Space, Flyover, Bekasi City
