Indragiri Hilir Regency already has its map. A WebGIS platform called Inhil Satu Peta (INSAP) has been developed, complete with a mobile application accessible from the palm of one's hand. Yet a good map does not automatically mean trustworthy data. That is the core problem this paper seeks to address. Spatial data produced by various Regional Government Organizations (OPD) in Inhil is inconsistent, not regularly updated, and not yet reliable enough to serve as a basis for development decision-making. The author argues that the cause is not inadequate technology, but the absence of clear rules: who is responsible for which data, who updates it and when, and who has the authority to coordinate across OPDs. Without that clarity, no matter how sophisticated the platform, it will remain empty or filled with untrustworthy data. The issuance of Joint Circular Letter Number 2 of 2026 by the Geospatial Information Agency, the Ministry of National Development Planning/Bappenas, and the Ministry of Home Affairs opens up a concrete opportunity: Bapperida has been officially designated as the Regional Geospatial Data Coordinator, with a compliance deadline of January 2027. If seized properly, this opportunity could become a turning point for spatial data governance in Inhil. Using the Urgency-Seriousness-Growth (USG) scoring method to determine priority problems and Bardach's (2012) policy evaluation criteria to test three alternative solutions, this paper recommends one simple but decisive step: issuing a Regent's Decision on the Regional Spatial Data Coordination Team, accompanied by a Regent's Regulation on Spatial Data Standards and Governance. This step proves to be the most feasible technically, fiscally, politically, and administratively, as it can begin with existing capacity without waiting for a lengthy bureaucratic restructuring.
