Mathematics instruction in Grade III of Madrasah Ibtidaiyah continues to face limited variation in instructional media, the predominant use of student worksheets, a learning environment that tends to be monotonous, and students’ difficulties in understanding multiplication concepts, resulting in numeracy skills that have not developed optimally. This study aimed to develop PAHISNA (Papan Alat Hitung Sederhana) media and evaluate its feasibility and effectiveness in improving the numeracy skills of Grade III Madrasah Ibtidaiyah students in multiplication. The study employed a research and development method using the Borg and Gall model. Data were collected through observations, interviews, expert validation, response questionnaires, and pretests and posttests. The data were analyzed descriptively, while improvements in numeracy skills were analyzed using the N-gain test. The results showed that PAHISNA media received highly feasible ratings from the media expert, subject-matter expert, and subject teacher, with respective percentages of 95%, 95%, and 100%. The initial trial yielded an N-gain score of 0.30. After the media were revised based on the evaluation results, the second trial yielded an N-gain score of 0.73, which was classified as high. The students’ mean score increased from 62.4 on the pretest to 90.0 on the posttest. These results indicate that PAHISNA media are feasible and effective for improving students’ numeracy skills in multiplication. These findings have implications for the use of PAHISNA as an alternative concrete and interactive instructional medium that can support mathematics instruction in Madrasah Ibtidaiyah.
