<![CDATA[This study aims to analyze the dilemma of harmony between citizens’ rights and obligations in the modern era from the perspective of contemporary citizenship theory. The main issue addressed in this research is the imbalance between the demand for rights and the implementation of obligations, both from the citizens and the state. This research employs a qualitative approach with a library research method, utilizing relevant scholarly literature from the last five years indexed in Google Scholar. Data collection was conducted through documentation techniques, while data analysis used content analysis. The findings indicate that the disharmony between rights and obligations is influenced by low civic awareness, the impact of globalization and digitalization, weak law enforcement, and the suboptimal fulfillment of citizens' rights by the state. From the perspective of contemporary citizenship theory, citizens are required to play an active and responsible role in democratic life, making the balance between rights and obligations a fundamental key to achieving a harmonious state life. This study highlights the importance of strengthening civic education, digital literacy, and public participation to achieve such balance.]]>
