This The rapid development of digital technology requires innovative learning media capable of improving the quality of learning in elementary schools. This study aimed to develop a Scratch-based learning application for the topic of Force in Natural and Social Sciences (IPAS), determine its validity, and examine its effectiveness in improving fourth-grade students' learning outcomes. This research employed the Research and Development (R&D) method using the ADDIE model consisting of Analyze, Design, Development, Implementation, and Evaluation stages. The participants were 27 fourth-grade students of SDN Pakis V Surabaya. Data were collected through media expert validation sheets, material expert validation sheets, student response questionnaires, and pre-test and post-test assessments. Quantitative descriptive analysis was applied using percentage scores and learning gain analysis. The results indicated that the developed media achieved 95% validity from media experts and 91% from material experts, both categorized as highly valid. Student responses reached 89.62%, indicating excellent practicality. Furthermore, students' learning outcomes increased by 38.52% after using the Scratch-based learning media. Therefore, the developed media is considered valid, practical, and effective for improving elementary students' learning outcomes in IPAS
