Abstract

Village administrative services are still predominantly conducted manually, requiring residents to visit the village office to process various administrative documents. This conventional approach increases both processing time and transportation costs for citizens while imposing repetitive administrative workloads on village officials. This study aims to design and develop a web-based Village Information System (SIMDES) to facilitate the digital submission, verification, and issuance of administrative certificates. The system was developed using the Agile methodology with the Extreme Programming (XP) approach and implemented using PHP 8.0.30, Laravel 9.x, MySQL 8.0, Bootstrap 5, and the Model-View-Controller (MVC) architecture. SIMDES supports four user roles—citizens, village staff, village heads, and administrators—each with distinct access privileges. The system provides online services for four types of administrative certificates, namely widow/widower certificates, single status certificates, domicile certificates, and police clearance recommendation letters (SKCK). It also incorporates multi-level verification and approval workflows, real-time application status tracking, automatic PDF document generation, and user management features. System evaluation was conducted using Black Box Testing across ten functional test scenarios, achieving a 100% success rate, which indicates that all system functionalities operated according to the specified requirements. The results demonstrate that SIMDES significantly improves the efficiency of village administrative services, enables citizens to access public services remotely without visiting the village office, and reduces the administrative burden on village officials. Future work includes integrating automated email/SMS notifications, implementing sensitive data encryption for national identification numbers, enabling two-factor authentication, and developing a digital archive feature to further enhance system security and service quality.
