Abstract

The Case Detection Rate is a key indicator of the success of tuberculosis control programs. Although national policies have been established, CDR achievements at the community health center level are still not optimal. This study aims to analyze TB case detection program management using the Context Input Process and Output (CIPO) approach to identify factors determining CDR achievements and priorities for improvement. A quantitative cross-sectional study was conducted in 13 Puskesmas in Bantaeng District from May to July 2025. The sample used total sampling of 78 TB program management teams. Data were collected through questionnaires and document review, then analyzed descriptively and inferentially using PLS-SEM and IPMA. The analysis results show that input has a significant effect on process (β = 0.123; p < 0.001) and output (β = 0.007; p = 0.006), while process has a significant effect on output (β = 0.027; p = 0.016). Context does not have a direct effect on output (p > 0.05), but has an indirect effect through input and process (β = 6.943; p = 0.020). The average CDR achievement for 2023–2024 is 73.5%, which is still below the national target
