Abstract

This study examines how a structured framework can operationalize impact-oriented internship policies by aligning student learning with organizational value creation. It focuses on the implementation of the Analysis–Solution–Evaluation (ASEv) framework in an internship programme at PT United Tractors Tbk, Surabaya Branch, within the Magang Berdampak context. A qualitative case study design was employed, using participant observation, semi-structured interviews with students and mentors, and document analysis. Data were analyzed through reflexive thematic analysis. ASEv establishes a structured project-based learning cycle consisting of problem analysis, solution development, and iterative evaluation. This enables students to engage in authentic problem-solving, apply theoretical knowledge, and generate measurable organizational contributions. The effectiveness of the programme is reinforced by continuous mentorship, collaborative ideation, and multi-level evaluation ensuring sustainability of outputs. This study positions ASEv as a practice-informed, policy-relevant framework that operationalizes work-integrated and experiential learning into scalable internship designs, addressing the gap between policy intention and implementation. Higher education institutions, industry partners, and the government should adopt structured project-based models, strengthen mentorship systems, and implement impact-based evaluation standards to enhance the effectiveness of impact-oriented internships.
