Abstract

The relocation policy for Street Vendors (PKL) in the Teras Malioboro 2 area, Yogyakarta, is part of the government’s efforts to improve urban spatial planning and enhance the quality of tourism areas. However, the implementation of this policy has generated various dynamics, indicating problems in policy governance. This study aims to analyze the crisis of collaborative governance in the relocation policy, focusing on conflicts among stakeholders, the level of public participation, and the post-relocation economic impacts. The study employed a qualitative approach with a document study and media analysis design. Data sources included online news reports, alternative media articles, and official government statements. The data were analyzed using thematic analysis techniques to identify patterns and relationships among the findings. The results show that the relocation policy has not been fully implemented in a collaborative manner, as indicated by conflicts between the government and street vendors, limited public participation that tended to be merely procedural, and declining as well as unstable vendor incomes after the relocation. These findings indicate that the quality of policy governance plays an important role in determining the success of public policy implementation. This study contributes to the development of collaborative governance studies by emphasizing the importance of substantive participation, equal communication, and economic needs-based planning in policies regulating the informal sector in urban areas.
