Domesticating TOEFL: Developing an English as a Foreign Language Assessment with Indonesian and Islamic Media Contexts

Abstract

Standardized English proficiency examinations such as the TOEFL often contain western cultural bias, frequently causing cognitive schema mismatch for students from Indonesian Islamic Higher Education Institutions. To address this challenge, the current research conducted the development and systematic validation of a domesticated TOEFL-like exam using the ADDIE model at UIN K.H. Abdurrahman Wahid Pekalongan. Grounded in Schema Theory, Language Assessment Literacy, and Culturally Responsive Pedagogy, this study executed a comprehensive domestication process, adapting American-centric contexts into familiar Indonesian socio-ecological, historical, and Islamic contexts. The final product of this development research is a complete 140-item blueprint of a TOEFL-like exam, consisting of 50 Listening items, 40 Structure and Written Expression items, and 50 Reading Comprehension items. Results from expert validation and schema mitigation evaluations demonstrate that utilizing culturally familiar schemas successfully eliminates construct-irrelevant interference. Consequently, this adaptation enables Islamic university students to accurately demonstrate and measure their true English language proficiency without encountering unnecessary cultural obstacles.
