The Garuda Pancasila Monument, also known as the Flobamora Rumah Pancasila Monument is located in Nitneo Village, West Kupang District, East Nusa Tenggara. Currently, the monument project has stalled, serving as an example of a public facility development facing complex issues. The primary issue identified regarding the structure is a construction failure caused by the impact of Tropical Cyclone Seroja, which struck the Kupang area and its surroundings. Governance issues have also contributed to the project's abandonment. Furthermore, the repurposing of the site and the reallocation of space for other uses have prevented the completion of the Flobamora Monument. This study aims to identify the problems affecting the Garuda Pancasila Monument and to propose sustainable design improvements. Observations indicate that the structural failure of the monument resulted from extreme weather conditions, issues with contract and financial management, and the repurposing of the building.
