The development of digital technology has also encouraged the rise of online gambling practices in Indonesia, especially among the younger generation, which causes financial losses, psychological disorders, and potential for illegal behavior. The problem is increasingly complex because perpetrators use technology to disguise their identities and gambling activities, making it difficult for law enforcement. This study aims to analyze the effectiveness of law enforcement against online gambling crimes and formulate a comprehensive countermeasure strategy. The research uses a normative juridical method by examining laws and regulations related to gambling, including Article 303 of the Criminal Code and the Electronic Information and Transaction Law (UU ITE). The results of the study show that law enforcement still faces obstacles in the form of difficulties in tracking digital activities, disguising the identity of perpetrators, and suboptimal coordination between institutions. Therefore, it is necessary to integrate penal and non-penal approaches through the provision of strict sanctions against the city, the application of restorative justice principles for juvenile offenders, the improvement of digital literacy, the strengthening of family supervision, and the increase of the digital forensic capacity of law enforcement officials. The participation of the community and the younger generation is needed to create a safe digital environment from online gambling practices.
