<![CDATA[The control and supervision of alcoholic beverages constitute one of the local government's authorities aimed at protecting public health, maintaining public order, and ensuring legal certainty. This study aims to analyze the effectiveness of the Mataram City Government’s authority in controlling and supervising alcoholic beverages based on Mataram City Regional Regulation Number 2 of 2015 and to identify the factors influencing its implementation. This research employed an empirical legal method using statutory, conceptual, and sociological approaches. Data were collected through literature review and interviews with the Civil Service Police Unit (Satpol PP), the Investment and One-Stop Integrated Service Office, the Health Office, and community representatives in Mataram City, and were analyzed using a qualitative descriptive approach. The results indicate that the Mataram City Government has implemented control and supervision measures through guidance, public outreach, routine inspections, joint inter-agency operations, licensing examinations, administrative sanctions, confiscation, and destruction of illegal alcoholic beverages. However, the implementation has not been fully effective, as evidenced by the continued circulation of illegal alcoholic beverages, licensing violations, and public criticism regarding weak enforcement. The effectiveness of implementation is influenced by legal factors, law enforcement factors, facilities and infrastructure, community factors, and cultural factors. Community and cultural factors are the most dominant influences, reflected in the low level of compliance among some business actors and the persistence of permissive social attitudes toward alcohol consumption. Therefore, strengthening legal awareness, legal culture, and inter-agency coordination is essential to improve the effectiveness of regional regulation implementation.]]>
