<![CDATA[This study aims to describe and analyze the implementation of Pariaman City Regional Regulation No. 10 of 2018 on Public Order by the Civil Service Police Unit (Satpol PP) in controlling street vendors (PKL). The study used a descriptive qualitative approach with purposive sampling techniques. Data were collected through in-depth interviews and observations of Municipal Police and Diskoperindag, then analyzed using Miles and Huberman models. The results showed that the implementation of local regulations is done through a persuasive approach with socialization, giving rebuke, dialogue, and solutions to street vendors, prioritizing educational and humanist approaches. However, the implementation is not optimal because of structural constraints including the absence of suitable places for street vendors and limited operating budgets due to a decrease in local revenue after the COVID-19 pandemic, as well as cultural constraints such as kinship and resistance from street vendors. In conclusion, it is necessary to improve interagency coordination, provide adequate infrastructure, and strengthen commitment to more effective policy implementation.
