The signalized three-way intersection at the junction of Gapuro–Kalikupang Road and Basuki Rachmat Road in the Warungasem Market area, Batang Regency, is one of the locations with high traffic volume due to the growth of commercial and service activities. These conditions have led to an increase in vehicle volume, resulting in delays, long queues, and a decline in intersection service levels, particularly during peak hours. This study aims to analyze the intersection’s performance based on the 2023 Indonesian Road Capacity Guidelines (PKJI), determine the optimal traffic signal cycle timing using the Webster method, and evaluate changes in intersection performance following optimization. The research method employs a quantitative approach through a seven-day traffic survey conducted during peak hours. Primary data included traffic volume, intersection geometry, TS signal timing, and side-constraint conditions, while secondary data were obtained from relevant agencies. Analyses were conducted on intersection capacity, degree of saturation, queue length, delay, and level of service in accordance with PKJI 2023. The results of the study indicate that the existing conditions of the intersection do not yet provide optimal service due to high traffic volumes on several approaches. Optimizing the TS signal cycle times using the Webster method was able to increase approach capacity, lower the degree of saturation, reduce delay, and shorten vehicle queue lengths.
