<![CDATA[This study analyzes the implementation of household waste management policy by the Environmental Agency in the urban area of Buol Regency and its relevance to sustainable economic development. A descriptive qualitative approach was applied using in-depth interviews, field observations in Biau District, and documentation of government performance reports. The analysis employed George C. Edwards III's framework consisting of communication, resources, disposition, and bureaucratic structure. The findings show that policy implementation has not been effective. Public communication remains limited, transportation fleets and operational budgets are inadequate, implementers tend to work reactively within a collect-transport-dispose paradigm, and institutional coordination is fragmented. These weaknesses generate environmental and economic externalities, including reduced urban service quality, higher public health risks, inefficient public expenditure, and unrealized opportunities for recycling-based local economic activities. Strengthening community participation, modernizing infrastructure, integrating inter-agency coordination, and developing waste banks and circular-economy partnerships are required so that waste management contributes to urban productivity, employment creation, and sustainable regional development.]]>
