This study aims to analyze the Implementation of the Village Fund Management Policy in Huangobotu Village, Kabila Bone Subdistrict, Bone Bolango Regency, focusing on the aspects of policy standards and objectives, resources, implementing organization characteristics, inter-organizational communication, implementer disposition, and social, economic, and political conditions. This research employed a qualitative, descriptive approach. Data were obtained through observation, interviews, and documentation from eight informants, including village government officials, the Village Consultative Body (BPD), and community members. Data analysis was conducted through data reduction, data presentation, and conclusion drawing, with data validity testing using triangulation. The results showed that the Implementation of the Village Fund Management Policy in Huangobotu Village has generally been carried out quite well. Policy standards and objectives have been aligned with the provisions of laws and regulations, human and financial resources are relatively adequate, and the implementing organization's characteristics have been functioning according to their duties and functions. Inter-organizational communication has been quite effective, and village officials have demonstrated good commitment to implementing Village Fund management. Furthermore, the community's social, economic, and political conditions have supported policy implementation. Nevertheless, several obstacles remain, including suboptimal empowerment programs for fishing communities, limited development priorities that remain oriented more toward physical infrastructure, and the need for improved information transparency and economic empowerment for coastal communities.
