<![CDATA[This study aims to describe and analyze the management of religious instructors in developing da'wah among the Muslim minority community in Silima Pungga-Pungga District, Dairi Regency. The study employs a qualitative approach with a hermeneutic phenomenological design. Data were collected through in-depth interviews, observation, and documentation involving five purposively selected informants, including religious instructors, the Head of the Religious Affairs Office (KUA), religious leaders, community leaders, and village officials. Data were analyzed interpretively to identify key themes related to the planning, organization, implementation, and supervision of da'wah activities. The findings show that management begins with mapping community needs through social gatherings, data collection, and identification of target groups. Planning is developed through annual and monthly work programs, while implementation involves religious instructors, KUA, BKM, mosque youth, religious leaders, and village authorities. Da'wah activities include TPA, Majelis Taklim, religious lectures, convert guidance, and personal-cultural approaches. Supervision is conducted through performance reports, attendance records, documentation, evaluation meetings, and field monitoring. The main challenges include limited instructors, geographical distance, fluctuating community participation, and inadequate facilities.
