<![CDATA[The low learning outcomes in Indonesian language subjects at the elementary school level indicate an urgent need for learning innovations that are relevant to student characteristics and local cultural contexts. This study aims to analyze the need for developing interactive learning media based on local wisdom for Indonesian language learning in the fourth grade of elementary school. Utilizing a research and development (R&D) design, this study focuses on the preliminary study stage using a descriptive approach. The research was conducted in Cluster IV, Marga Subdistrict, Tabanan Regency, involving 5 fourth grade teachers and 74 students as primary data sources. Data collection techniques included classroom observations, structured interviews, and documentation of student learning outcomes. The data were analyzed using quantitative and qualitative descriptive techniques. The results revealed that learning remains dominated by a teacher centered approach (observed in 100% of the sample schools), limited use of interactive media, and suboptimal integration of local wisdom. Furthermore, learning outcome data showed that 68% of the 74 students failed to reach the Learning Objective Achievement Criteria (KKTP). This low achievement reinforces the urgency of developing contextual and interactive media. The needs analysis concludes that teachers and students require visual, user friendly learning media that integrate Indonesian language materials with specific local cultures such as Balinese folktales and the Subak agricultural environment to foster meaningful learning. This preliminary study provides a foundational framework for developing local wisdom based interactive learning media to improve elementary students' literacy skills.]]>
