This research aims to analyse the implications of Government Regulation (PP) No. 21 Year 2024 on Public Housing Savings (Tapera) on democracy and public policy in Indonesia. This policy was issued as part of the government's efforts to improve access to decent housing for people, especially those with low-income. However, in the process, the lack of public involvement and lack of transparency are important issues that affect the quality of participatory democracy. This research also found that although this policy has the potential to provide a long-term solution to the housing problem, its implementation must be accompanied by improved accountability and openness mechanisms to be in line with democratic values. Community participation in the public policy decision-making process needs to be increased to ensure that the resulting policies are inclusive and equitable.
