The increase in global paper production and consumption has resulted in various environmental impacts, ranging from deforestation and carbon emissions to waste accumulation in landfills. Universities, as large-scale educational and administrative institutions, contribute to this high paper consumption. This study examines paper usage management at the Centre of Policy Research (CPR), Universiti Sains Malaysia (USM), as part of the university’s sustainability initiatives. A qualitative case study approach was employed, with data collected through direct observation, in-depth interviews, and a review of relevant literature. The findings indicate that CPR reduces paper consumption through document digitization and manages paper waste through recycling practices. These initiatives support the principles of a circular economy and demonstrate how administrative units can contribute to sustainability efforts within higher education institutions. These practices are integrated into USM's green office policy and have become part of daily work patterns. This study concludes that planned and sustainable paper usage management at the university unit level has the potential to make a significant contribution to the global sustainability agenda.
