Handling stunting in toddlers requires a holistic approach that integrates medical interventions, capacity building, and active community participation. This study aims to analyze village-based community empowerment through the institutionalization of the Stunting Rembug Forum in Gayamharjo Kalurahan, Prambanan Kapanewon, Sleman Regency. Using a qualitative descriptive method with a case study approach, primary data were gathered through in-depth interviews with five key informants representing the Kalurahan Government (Kamituwo), Field Implementers (Posyandu Cadres), Health Workers (Village Midwife), Beneficiaries (Parents of Toddlers), and Community Leaders. The analytical framework applies Edi Suharto's 5P Empowerment Theory, comprising Possibility, Strengthening, Protection, Support, and Maintenance. The results show that the forum effectively executes empowerment across all dimensions. It serves as a space for citizen participation, a vehicle for nutrition education, an instrument for protecting vulnerable children through the innovative "Penting Beternak" (Reducing Stunting with Pediatricians) program, a support mechanism for APBKal budget allocation, and a means for maintaining long-term program sustainability. Nevertheless, stunting management still faces structural and cultural challenges, including village budget constraints, household economic dynamics, and traditional parenting practices. This study concludes that strengthening local institutions and implementing the integrated 5P model are crucial for achieving community independence and sustaining nutrition interventions at the village level.
