Effective and efficient population administration services are a key requirement for public service delivery in the digital age. To support this, the Population and Civil Registration Office of West Bandung Regency has developed the Online Population Administration Service Information System (SIDILAN) as a digital service platform. This study aims to analyze the application of the principles of effectiveness and efficiency in population administration and civil registration services through SIDILAN in West Bandung Regency in 2025. The study employs a qualitative method with a descriptive approach, utilizing data collection techniques such as interviews, observations, and documentation. The results of the study indicate that the application of the principles of effectiveness and efficiency has not yet been fully optimized. SIDILAN has facilitated access to services, reduced the need for in-person interactions, and accelerated several administrative processes. However, several obstacles were still identified, such as limited human resources, network disruptions, and the failure to fully achieve certain service objectives. These findings indicate that the digitization of services does not automatically guarantee effectiveness and efficiency; therefore, ongoing evaluation of the system, strengthening of human resource capacity, and improvement of service quality are necessary to optimize the delivery of civil registration administration through SIDILAN.
