Abstract

This research compares the institutional frameworks of Indonesia’s National Narcotics Agency (BNN) and the Philippine Drug Enforcement Agency (PDEA) through the lens of regulatory and normative pillars from W. Richard Scott’s institutional theory. Employing a qualitative descriptive method with a literature review approach, this study finds that both agencies are structurally under presidential authority but exhibit differing operational styles. BNN emphasizes preventive and rehabilitative strategies rooted in human rights values, while PDEA is characterized by a more repressive approach shaped by national security paradigms. The findings suggest that while both institutions have formal legitimacy and enforcement mechanisms, their normative orientations differ significantly, influencing public perception, legitimacy, and policy outcomes. This comparative study highlights the importance of aligning regulatory frameworks with ethical governance standards to ensure effective and humane narcotics control policies.

Abstract

This research analyzes the adaptive capabilities of Ponggok Village Government in responding to the changes brought by Law No. 6 of 2014 concerning Villages, using the Dynamic Governance framework developed by Neo and Chen. Employing a qualitative method through focus group discussions, interviews, and document analysis, the study investigates the village government’s capacity in thinking ahead, thinking again, and thinking across. Findings show that Ponggok Village successfully adapted to legal reforms by implementing participatory planning, institutional innovation through BUMDes, human resource development, and digital governance. These adaptive efforts demonstrate a responsive and future-oriented local governance model supported by competent actors and agile processes. The case of Ponggok Village illustrates how dynamic capabilities can transform regulatory changes into opportunities for sustainable development.

Abstract

Abstract

This study aims to evaluate the supervision strategy implemented by the Head of the Regional Revenue Agency (Bapenda) of Majalengka Regency in improving employee work effectiveness. Supervision in the context of government organizations is very important to ensure that organizational goals can be achieved efficiently and effectively. In this study, we examine various supervision strategies, including surveys, authorized supervision, and other approaches used by the Head of the Agency to improve employee performance. The research method used is qualitative, with data collection through interviews and literature studies. The results of the study indicate that good supervision can improve employee work motivation, service quality, and operational efficiency. In addition, we also identify challenges in implementing supervision strategies and provide recommendations to overcome these obstacles in order to improve employee performance at Bapenda Majalengka Regency
