Saleh Bay in Sumbawa is an aggregation area for whale sharks (R. typus) that is closely intertwined with bagan fishing, marine tourism, coastal livelihoods, and conservation interests. This study aims to analyze the interrelationships within the social-ecological system of Saleh Bay and to formulate a model for the development of integrated agrotourism based on whale shark ecotourism. The study employs a conceptual case study design through a structured integrative review of 36 peer-reviewed journal articles and four institutional sources; sources were selected purposefully based on thematic relevance, publication quality, and evidence traceability. Data were analyzed using Social-Ecological Systems coding, the construction of a Causal Loop Diagram, and a comparison of the “Business as Usual” scenario with the “Integrated Sustainable Tourism” scenario. The analysis identified two reinforcing loops and two balancing loops, as well as five model components: ecological protection, tourism capacity management, community-based benefit sharing, coastal agrotourism diversification, and collaborative governance. External ABM evidence indicates a trend toward higher long-term economic value in the conservation scenario. The model confirms that the sustainability of Saleh Bay depends on the integration of conservation, equitable benefit sharing, livelihood diversification, and adaptive management, thereby providing a foundation for more inclusive and resilient coastal destination development policies.
