Abstract

General Background Human resources operational management serves as a foundational axis for fulfilling the vision and mission of educational institutions. Specific Background This study examines the implementation of human resources operational management at a tahfidz house in Palembang City across planning, selection, training and development, performance appraisal, and compensation. Knowledge Gap Although operational management is crucial for organizational survival, non-formal Islamic educational institutions often struggle with resource constraints that hinder full administrative implementation. Aims This study aims to analyze the extent of human resources operational management implementation and identify the factors inhibiting its performance in tahfidz houses. Results Utilizing a descriptive qualitative approach with direct and indirect observations, interviews, and document analysis, the findings reveal that operational management has not been fully implemented due to inhibiting factors such as limited financial resources, a lack of long-term staffing predictions, and inadequate compensation. Novelty This work details the specific operational gaps within non-formal Quranic educational units where institutional growth outpaces administrative resource allocation. Implications These findings establish that tahfidz house management must establish business entities or secure sustainable funding to improve staff welfare and optimize operational management. Highlights:  Operational management functions such as human resource planning and compensation are not fully executed due to financial limitations and a lack of structured staffing predictions. Training and development initiatives are actively pursued through UMMI methodologies and sanad certifications, whereas remuneration structures remain incomplete for core administrative staff. Performance evaluations function systematically through routine attendance monitoring, classroom visit supervision, and periodic progress assessments.
