<![CDATA[Coastal fishing communities residing in disaster-prone zones face a dual challenge: vulnerability to tsunami threats and systemic limitations in safety – oriented human resource management. This study explores how tsunami disaster risk mitigation mechanisms can be integrated into a resilience-based human resource management (HRM) system within the fishing community of Talise Village, Palu City, one of the areas directly affected by the September 28, 2018 tsunami. An exploratory qualitative approach was employed through Focus Group Discussions and in-depth interviews with 20 informants comprising active fishers and senior community leaders. Data were analyzed using NVivo 15 software with an inductive approach. Findings reveal that Talise fishers have developed organic adaptive capacity post-tsunami, evidenced by a shift from individual to collective work patterns, strengthened communal solidarity, and the ability to interpret natural signs as a local knowledge-based early warning system. However, this capacity has yet to be consolidated into a structured HRM system. Three primary deficits were identified: the absence of an institutionalized occupational safety culture, fragmented intergenerational knowledge transfer mechanisms, and underutilized local leadership potential for proactive mitigation. This study proposes a four-pillar integration model toward a resilient fishing community, encompassing adaptive work practices, safety culture, knowledge transfer, and local leadership. This model contributes conceptually to the extension of resilience-based HRM from formal organizational contexts to informal work communities grounded in local wisdom.]]>
