This study aims to analyze the development of State Civil Apparatus (ASN) competencies and its implications for public service quality in Cimahi City. The research was conducted at the Regional Civil Service and Human Resource Development Agency (BKPSDMD) and the Public Service Mall (MPP) using a descriptive qualitative approach. Data were collected through interviews, observations, and documentation involving 7 informants, consisting of BKPSDMD officials, representatives of service agencies (DPMPTSP and Disdukcapil), and community members. The findings indicate that competency development has been implemented through education and training, technical guidance, workshops, and other capacity-building programs. However, its effectiveness remains constrained by limited institutional capacity, with only three personnel responsible for managing competency development for approximately 5,570 civil servants under a Type C organizational structure. Evaluation also remains focused on administrative outputs rather than learning outcomes, behavioral change, and service improvement. Consequently, competency development has not yet demonstrated a systematic contribution to improving public service quality. Strengthening institutional capacity and integrating competency needs assessment, training implementation, competency evaluation, and behavioral change are therefore essential for enhancing public service quality in Cimahi City.
