Abstract

In order to make improvements in public services, the City Government of Bandung and Kota Makassar implement Smart City, and it is also in accordance with the directions of the Kementerian Pendayagunaan Aparatur Negara & Reformasi Birokrasi provide quality services that satisfy the needs of society in the fields of education, health, housing, and so forth. Local governments must also work creatively and innovatively to improve accountability, transparency, and responsiveness by utilizing information technology. The focus of this study is to compare the Government of Bandung with Makassar City in running Smart City in order to implement the innovation of public services. As a method for this research, a qualitative analysis is used, so that the phenomena or situations in the field can be realistically and systematically explained in detail while using the review literature from previous research. The Governments of Bandung City and Makassar City have shown to be successful areas with the implementation of Smart City. Both cities have received many awards for providing innovative services of high quality in spite of the fact that Makassar city started relatively late with implementing Smart City. Although they have been successful so far, the innovation of public services in these two cities will still have to be improved, so that a larger part of society will be able to profit from them. It takes a deep commitment on the part of the local authorities in order to be able to implement Smart City that creates an innovative programme. Smart City's implementation is a solution for creating good governance and makes improvements across multiple sectors of society. Moreover, Smart City sustains community activities and also provides easy access to information made by local governments. Keywords: Smart City, Innovation, Public Service

Abstract

This paper aims to analyze village financial management in realizing good financial governance in Lembang Village. The problem of tension is on the village's ability to properly and correctly manage village finances. There are still many villages that are wrong in implementing village financial management. Lembang Village is a village in West Bandung Regency and is the only one with the status of an independent village. This research method is qualitative. Data collection techniques by interviews, observation, and documentation. Data analysis by collecting data, reducing data, presenting data, and drawing conclusions. This study concluded that village financial management carried out by the Village Financial Management Technical Executor (PTPKD) in Lembang Village was good. From the planning to reporting and accountability stages, everyone plays a role and works together. Every stage in financial management, starting from planning, implementing, administering, reporting and accountability has been carried out by the principles of financial management, namely transparency, accountability, participatory and orderly and disciplined budgeting. By carrying out all the existing principles, the Lembang Village Government by the Development Village Index (IDM) that Lembang Village has the status of an independent village, and also the Lembang Village Government has implemented good financial governance.

Abstract

Pemerintahan Desa merupakan organisasi perpanjangan pemerintah pusat yang memiliki peran strategis untuk mengatur masyarakat yang ada di pedesaan demi mewujudkan pembangunan pemerintah. Disahkannya Undang-Undang Nomor 6 Tahun 2014 tentang Desa memberikan kesempatan kepada desa untuk mengurus tata pemerintahannya. Pengelolaan keuangan desa sangat penting karena Pemerintahan Desa akan diminta pertanggungjawabannya melalui laporan keuangan desa. Keuangan desa merupakan hak dan kewajiban dalam bentuk satuan uang, serta segala sesuatu baik berupa uang maupun barang yang dapat menjadi milik desa. Pengelolaan keuangan desa tentunya membutuhkan pengetahuan dan kemampuan. Tanpa kemampuan dan pengetahuan yang baik akan memunculkan permasalahan dalam pengelolaan keuangan desa. Desa Cempakamekar salah satu desa yang memerlukan pengetahuan tentang pengelolaan keuangan desa, dikarenakan pengetahuan aparatur pemerintah desa yang berada di sana masih rendah hal ini dilihat dari tingkat pendidikan yang rendah. Tujuan dari penelitian ini adalah untuk mengetahui sejauh mana kemampuan aparatur pemerintah desa dalam pengelolaan keuangan desa, khususnya di Desa Cempakamekar. Penelitian ini menggunakan jenis penelitian kualitatif deskriptif dengan teknik pengumpulan data melalui pengamatan langsung, wawancara dengan para informan secara mendalam dan dokumentasi. Unit analisis dari penelitian ini adalah Pemerintahan Desa Cempakamekar.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana dampak bekerja dari rumah (Work From Home) yang dilakukan oleh instansi pemerintahan khususnya pada lembaga Kementerian Desa, Pembangunan Daerah Tertinggal dan Transmigrasi (Kemendes PDTT). Penerapan bekerja dari rumah merupakan sesuatu yang baru terjadi di lingkungan pemerintahan. Pada awal  pandemic Covid-19, baik instansi pemerintahan maupun swasta diharuskan untuk Work From Home (WFH). Jam kerja dan tanggung jawab para Aparatur Sipil Negara (ASN) berubah karena adanya penerapan WFH. Kementerian Desa, Pembangunan Daerah Tertinggal dan Transmigrasi (Kemendes PDTT), merupakan instansi pemerintahan yang memiliki tanggung jawab salah satunya adalah melakukan pengawasan ke desa-desa dan daerah tertinggal di seluruh Indonesia, bersosialisasi dengan masyarakat desa. Namun dengan adanya WFH, mempengaruhi jam kerja dan tanggung jawab ASN Kemendes PDTT. Jenis penelitian ini yaitu deskriptif kualitatif dengan menggunakan aplikasi Nvivo dalam pengelolaan data wawancara dan dokumentasi. Hasil dari penelitian ini yaitu dampak bekerja dari rumah (Work From Home) di instansi pemerintahan, khususnya Kemendes PDTT dilihat dari tiga dimensi. Dimensi pertama yaitu dari dimensi ekonomi yaitu adanya pengurangan belanja pegawai karena tidak adanya pengeluaran untuk biaya perjalanan dinas dan juga biaya pengadaaan barang untuk rapat seperti pulpen, buku dan lainnya. Dari dimensi teknologi, para ASN lebih banyak menggunakan teknologi saat bekerja dengan demikian adanya penambahan pengetahuan terkait teknologi, dan yang terakhir sosial, karena keterbatasan gerak, kurangnya kunjungan ke desa-desa dan daerah hal ini mengakibatkan kurangnya interaksi dengan masyarakat secara langsung

Abstract

This paper aims to find out the deconstruction of a political image in the social media space with an interesting contemporary phenomenon to observe through #AniesGabenerPembong which was trending on Twitter in October, at the same time as the announcement of Anies Baswedan’s candidacy as a presidential candidate in 2024 by the NasDem Party. Social media as a means of two-way communication is used as a communication platform to shape the political image of elites or political parties. Twitter is one of the media that is used as a means to spread political messages quickly to form public opinion. This study uses a qualitative method with data analysis using the NVivo software on the NCapture feature to find the connection between #AniesGabenerPembohong and interactions created through Twitter social media accounts. This study shows that social media is used as a means for political elites and other users to spread political messages, in this case, to deconstruct the political image of Anies Baswedan and the NasDem Party and posts related to hashtags revolve around the topic of Anies’ failure as governor of DKI. Jakarta and efforts to degrade the NasDem party as the party that carries Anies Baswedan in the presidential election in 2024.

Abstract

Community service carried out aims to improve the knowledge, abilities, and skills of village officials in e-government in administering government at the village level. Human Resource is an important factor in an organization. With various forms and objectives, the organization is made based on various visions for the benefit of the organization and in carrying out its mission it is managed and managed by employees. Implementation of village-level e-government as a form of village digitization so that villages become smart villages. This activity is carried out in three stages, namely the preparation stage in the form of socializing activities with village officials, the implementation stage is carried out by delivering material, focus group discussions (FGD) and training or tutors, and the last stage is an evaluation by asking participants about knowledge related to e-commerce. government. Abstract

This paper aims to analyze the recruitment and selection process for Candidates for State Civil Apparatus (CASN) in Indonesia. CASN recruitment and selection problems in Indonesia in 2021, fraud, and KKN practices are still found. The research method used in this research is a literature review method using official and reliable secondary data. Data was obtained through books, journals, online news, and official websites. The results of this study indicate that the CASN recruitment and selection process in Indonesia has not gone well. KKN practices are still being found in Sulawesi and Lampung in 2021. Fraudulent acts were found carried out by unscrupulous Civil Servants (PNS). The use of the Computer Assisted Test (CAT) system aims to minimize KKN, however, KKN practices are still found in the 2021 CASN selection. Keywords: Recruitment, Selection, CASN
