<![CDATA[This study aims to analyze the work culture of nagari government officials in improving public services, identify the constraints they face, and explain improvement efforts at the Kapa Nagari Office, Luhak Nan Duo District, Pasaman Barat Regency. The study uses a descriptive qualitative approach, with informants purposively selected from the Nagari Head, Nagari Secretary, section heads, jorong heads, Bamus, and community members who use public services. Data were collected through interviews, participant observation, and documentation and were analyzed through data collection, condensation, display, and verification. The findings show that the work culture has not yet been fully optimized in terms of professionalism, accountability, synergy, transparency, and innovation. The main constraints include uneven staff competence and initiative, manual administration, inconsistent coordination, service information that does not reach all residents, limited technology, and inadequate facilities and infrastructure. Improvement efforts are directed toward training, stronger work commitment, administrative reform, better coordination, greater information openness, and the gradual digitalization of public services.]]>
