Adabi: Journal of Public Administration and Business is an international journal published by Sekolah Tinggi Ilmu Administrasi Adabiah Padang. This journal discusses and raises various issues related to admininstration and business both theoretically and practically, while also raises the issue of research in business and administration such as: curriculum, media and learning model, instruments for evaluation in business and administration, learning development for business and administration, and action researches. Articles will be published if they were scientifically valuables, providing new knowledge and useful for the community of business and administration. Abstract

This study aims to find out and examine how the role of the Head of the Sangir Batang Hari Education UPTD is whether it has been carried out properly or not. This study uses a descriptive qualitative method which explains in depth the role of the Head of Education UPTD Sangir Batang Hari District, South Solok Regency in improving employee performance. Data collection techniques using interview techniques, observation and documentation. Data analysis techniques, namely by triagulation, data reduction, data presentation and drawing conclusions. The result of this research is that the role of the Head of the Sangir Batang Hari Education UPTD has been very good in carrying out his role in improving employee performance and discipline. Meanwhile, the obstacle faced by the Head of the Education UPTD Sangir Batang Hari Subdistrict in improving employee performance at the Education UPTD itself, namely the most important obstacle was the lack of staff in the Education UPTD which was one of the most influential obstacles in improving performance at the Education UPTD. Furthermore, the constraints that exist in the UPTD itself also affect the human resources (HR) in the UPTD of Education who are not yet disciplined. Factors that influence the performance of UPTD Education staff in Sangir Batang Hari District, namely: Head of UPTD Education in Sangir Batang Hari District, South Solok Regency in order to increase the role that is more motivating for employees to carry out tasks according to the goals to be achieved so that employee performance can be even better for the sake of structure work and goal attainment.

Abstract

This research aims to determine and analyze the relationship between Nagari government policies and Guguak Hilir Sungai Limau customary law. The method used in the research, entitled The Relationship between Nagari Government Policy and Customary Law in Nagari Guguak Kuranji Hilir, Sungai Limau District, Padang Pariaman Regency, is a descriptive qualitative research method. Researchers select informants according to certain predetermined criteria. These criteria must be appropriate to the researcher's topic. Those selected must also be considered credible to answer the research problem. However, in future research, researchers may also use the snowball technique adapted to the conditions or situations in the field. In this research, the data collection techniques used were observation, interviews, and documentation. In analyzing research data obtained from research results in the field, researchers used the Miles & Huberman model of data analysis. Based on the research results, it was found that the Nagari government policy and customary law in Nagari Guguak Hilir Sungai Limau are an interesting phenomenon and reflect the legal pluralism that exists in Minangkabau. In the policy aspect of the Nagari Guguak Hilir Sungai Limau Government, the traditional principles of salika Nagari and pusako sajaka tepi are a strong basis. The Nagari government in Nagari Guguak Hilir Sungai Limau has succeeded in achieving a balance between legal pluralism and maintaining the values and norms of customary law that exist in Nagari itself.

Abstract

Propemperda as a planning document that can be used to measure the achievement of the performance of the establishment of Local Regulations. Propemperda is implemented by the DPRD and Local Government based on the regional policy. Propemperda Bukittinggi city 2019 realized 8 out of 22 draft regional regulations. At least Propemperda Bukittinggi city realized, it is necessary to look at the implementation of Propemperda policy in the DPRD bukittinggi city. The theory of implementation according to Van Meter and Van Horn there are 6 (six) variables that affect: Standards and Purposed of Policy, Resources, Characteristics of Implementing Organizations, Interorganization Communication, Disposition, and Social, Economic, and Political Factors. This research uses a descriptive qualitative research method with the inductive approach. The data collection techniques are obtained from observations, interviews, and documentation. The collected data is analyzed with data reduction techniques, data display, and concluding. The results of the data analysis that Propemperda is not realized because proposals outside Propemperda are more important. In addition, human resources are also limited due to different educational backgrounds, as well as a lack of experts. The DPRD Bukittinggi city also lacks socialization of Propemperda to related parties. Finally, it was suggested to the DPRD Bukittinggi to be equipped comprehensively about Propemperda through technical guidance, and more actively conduct Propemperda socialization.

Abstract

This research aims to describe the participation of the Silabu community in tourism development at the Macaronis tourist attraction on Silabu Beach, Mentawai Islands. This type of research is descriptive-qualitative, the research subjects were chosen using purposive sampling, with the criteria for the research subjects being the local government and some members of the community. The techniques and data collection used are literature study and field study. Based on the research results, it was found that the participation of the Silabu community in developing the Macaronis tourist attraction was very instrumental in the establishment of this tourist attraction. Starting with proposing policies and hopes from the community for the development of the Macaronis tourist attraction area. Community participation in the field of facilities and infrastructure is something that has a big influence. The community as a workforce is the spearhead of a job, especially for this tourist spot, which requires quite a lot of energy, hard work, skills, and abilities. The obstacles encountered in developing tourism at the Macaronis Beach Silabu tourist attraction in the Mentawai Islands are that some participants have a top-down participation type or forced participation type, limited accessibility, especially land road access, availability of facilities and infrastructure, especially parking areas and counters in the Macaronis tourist attraction area, as well as limited human resources, both people employed and skills and abilities that still need to be improved, especially in service. Efforts made to overcome obstacles in developing tourism at the Macaronis Beach Silabu tourist attraction in the Mentawai Islands are in terms of community participation motivating each other to participate, in terms of limitations and availability of accessibility, facilities, and infrastructure, the efforts made are that the government continues to negotiate with superiors for an additional budget for improving access and completing facilities and infrastructure at the Macaronis tourist attraction.

Abstract

The current economic situation has not yet returned to stability as it was before  pandemic.  In fact. it  continues to decline. Ihsan Optical located  in Padang, West Sumatera, Indonesia has not yet recovered during  post pandemic. The sales post pandemic only 53% of pre pandemic. This research aimed to find out how the linkage of customer stewardship and business continuity of Ihsan Ooptical (a small and medium enterprise) can survive after Pandemic using marketing mix 7P’s analysis. Method of the research was qualitative research by conducting initial observation, in-depth interviews of  key informants: the owner,  employees and loyal customers.  Through tangible analysis, it was found that the costumers got the complacency from Product, Price, People and Process, whereas the other elements; Place, Promotion and Physical Evidence need to be improved. It was concluded even though there are shortcomings, costumers still feel satisfied. the value of customer stewardship behaviour applied by owner and employee are the thinking “in the customer’s shoes” and being a customer when serving  The quality assurance of products and services make  and create the business continuity.

Abstract

This research aims to describe the budgeting process and obstacles, as well as the efforts made to overcome obstacles that arise in the budgeting process at the West Sumatra Province Archives and Library Service. This research will use a qualitative descriptive method, or the author will provide and describe symptoms, facts, and events clearly regarding the Regional Work Unit Budgeting Process at the Archives and Library Service of West Sumatra Province. Researchers used informant selection techniques using the purposive sampling method. This type of research, namely qualitative research with descriptive methods, is carried out for data validity through triangulation techniques. Based on the research results, it was found that the budgeting process has many twists and turns, including rules and implementation processes that must be followed. From planning to evaluation and monitoring, everything goes according to predetermined stages. However, in this stage of the process, human resources are needed to support its implementation. Apart from that, the attitude of commitment and responsibility as a state apparatus must be maintained and can be improved to create good quality work, be able to compete well, and work hard in carrying out their duties and responsibilities to achieve excellent service and improve the welfare of the community.

Abstract

This research aims to find out how victims of sexual violence against children are handled at the Population Control Service, Family Planning, Women's Empowerment, and Child Protection, Agam Regency, and to find out what obstacles are faced and the efforts made. This research uses a qualitative descriptive method with a purposive sampling technique. Collecting research data from literature studies and field studies (interviews and observations). The research results show that the simplest step in handling cases of sexual violence against children is the family. Apart from that, the handling of victims of sexual violence against children at the Population Control Service, Family Planning, Women's Empowerment, and Child Protection, Agam Regency, is carried out in three ways, namely restitution, compensation, and rehabilitation. The obstacle that occurs in handling victims of sexual violence against children at the Population Control Service, Family Planning, Women's Empowerment, and Child Protection, Agam Regency, is the lack of understanding of victims or the community in understanding the behavior of children who are victims of sexual violence. Efforts made to deal with obstacles that occur in handling victims of sexual violence against children include socializing and providing counseling on how to handle acts of sexual violence against children in the family and community.

Abstract

This research aims to find out and understand the management of the regional revenue and expenditure budget at the South Solok Regency Regional Financial Management Agency, as well as the obstacles and efforts made. The type of research carried out was descriptive-qualitative. Researchers select informants according to certain predetermined criteria. Data collection techniques in this research used observation, interviews, and documentation studies. The data analysis technique in this research was carried out using four data analysis steps, namely data collection, data reduction, data presentation, and drawing conclusions. Based on the research results, it was found that managing regional income and expenditure budgets requires four stages, namely the planning, implementation, monitoring, and evaluation stages. In the monitoring stage, there are two important roles that must be played, namely community participation and NGOs. With the active and involved participation of the community and NGOs in monitoring the implementation of regional revenue and expenditure budgets, there has been a positive increase in the accountability of regional fund management. Technical obstacles to realizing accountability in managing regional revenue and expenditure budgets in South Solok Regency. Efforts to overcome obstacles in managing regional income and expenditure budgets in the BPKD of South Solok Regency include increasing supervision through internal and external audits, active community participation, and increasing the competence of village officials and organizational commitment. By involving all relevant parties and implementing mechanisms that allow for regular monitoring and evaluation, it is hoped that better accountability can be created in managing regional income and expenditure budgets.

Abstract

The purpose of this research is to find out and describe the performance of state civil servants in improving the quality of service in Sangir Batang Hari District and to find out the supporting and inhibiting factors for the performance of state civil servants in improving service quality in Sangir Batang Hari District. This type of research is qualitative descriptive research. The results of the research show that the performance of state civil servants in improving the quality of services in Sangir Batang Hari District still needs to be improved. Progress in carrying out the work of the state civil apparatus can be seen from the use of technology-based systems. This can make it easier and shorten the time in carrying out services to the community. However, there are still several things that need to be improved in improving the quality of bureaucracy in Sangir Batang Hari District. As an example of an attitude of initiative, smiling and being friendly towards the community which must be further improved by the state civil servants. There is a need to increase the dissemination of information to the public, because so far there are still many people who do not understand the rules of administrative affairs, considering that a lot of time is wasted when people come without bringing complete requirements. Apart from that, it is necessary to complete and improve inadequate facilities and infrastructure, for example the number of computers, work space equipment and waiting rooms. Because if the facilities and infrastructure are inadequate, this will certainly affect the quality of service.

Abstract

This research aims to find out and understand the implementation of Regional Regulation Number 7 of 2018 concerning Guidelines for Management of Regional Property at the Regional Secretariat of South Solok Regency. The type of research carried out was descriptive-qualitative. Informants are determined using purposive techniques. Researchers select informants according to certain predetermined criteria. Data collection techniques in this research used observation, interviews, and documentation studies. The data analysis technique in this research was carried out using four data analysis steps, namely data collection, data reduction, data presentation, and drawing conclusions. Based on the description of the results and research, it can be concluded that regional asset management must be carried out optimally by paying attention to the principles of efficiency, effectiveness, transparency, and public accountability. Implementation of Regional Regulation Number 7 of 2018 concerning Guidelines for Management of Regional Property in South Solok Regency faces a number of obstacles, especially in terms of communication and availability of resources. Lack of communication can hinder coordination between agencies, while limited resources, including facilities and infrastructure, can reduce the effectiveness of asset management. In an effort to overcome obstacles to implementing Regional Regulation Number 7 of 2018 concerning the management of regional property, the Regional Secretariat of South Solok Regency has taken strategic steps. Among them is increasing the frequency and effectiveness of communication through regular meetings between units and clarifying the flow of communication. Other efforts made include optimizing resources by considering additional recruitment, providing relevant training for staff, and investing in technology to support regional asset management.
