This research is motivated by the low learning outcomes of Pancasila Education in fifth grade students of SD Negeri 101765 Bandar Setia, especially on the material of norms in the school environment. This research aims to: (1) develop Student Worksheets (LKPD) based on contextual Project Based Learning (PjBL); (2) test its validity; (3) test its practicality; and (4) test its effectiveness in improving student learning outcomes. This research uses the Research and Development (R&D) method with the ADDIE model which includes the stages of Analysis, Design, Development, Implementation, and Evaluation. The research subjects were fifth grade students of SD Negeri 101765 Bandar Setia. Data were collected through expert validation sheets, teacher and student response questionnaires, observations, and learning outcome tests. The results showed that the instrument had good validity with an item correlation coefficient of 0.654–0.967 and very high reliability with a Cronbach's Alpha value of 0.937. The developed LKPD also meets the practicality aspect with a student response percentage of 87.5% and a teacher response of 85.0%. From the effectiveness aspect, the average student score increased from 22.92 in the pretest to 34.28 in the posttest, with an N-Gain value of 0.655 (moderate category). The results of the paired-sample t-test showed a significant difference between the pretest and posttest scores (p = 0.000 < 0.05). Thus, the developed contextual PjBL-based LKPD is not only valid, practical, and effective, but also has implications as a teaching material that is able to support more active, meaningful, and oriented Pancasila Education learning, which is oriented towards strengthening students' understanding of the application of norms in everyday life.
