Abstract

This study aims to describe the management of Phytosanitary Certificate documents in veneer wood export activities at PT. Jasco Logistics Surabaya Branch, identify obstacles encountered, and examine the company’s efforts to overcome them. A qualitative method with a single case study design was employed. Data were collected through interviews with export document staff, operational staff, and the Branch Manager, supported by direct observation and documentation. Data were analyzed using an interactive model consisting of data collection, data reduction, data display, and conclusion drawing. Data validity was ensured through source triangulation, technique triangulation, and member checking. The results show that Phytosanitary Certificate management generally follows six stages of quarantine procedures: user registration, submission of the Quarantine Inspection Application, administrative inspection, quarantine action through physical inspection, determination of inspection results, and certificate issuance and distribution. These stages are complemented by operational activities, including preparation of prerequisite documents, cargo space booking, and buyer approval of the draft certificate before final issuance. The main obstacles are the long buyer approval process, ranging from one to four days, and data discrepancies identified during stuffing. To address these obstacles, the company implements preventive measures, including routine reminders, document verification, additional time buffers, and coordination with quarantine authorities. Reactive measures include negotiations with warehouse owners when operational problems occur. The study concludes that effective document management requires timely coordination among the company, buyers, warehouses, and quarantine authorities. Strengthening communication with buyers is particularly important to accelerate draft approval and support a more efficient veneer wood export process.
