Abstract

The rapid advancement of information technology has encouraged healthcare facilities to adopt Electronic Medical Records (EMR) to improve service quality and administrative efficiency. In Indonesia, the implementation of EMR has been mandated through the Ministry of Health Regulation No. 24 of 2022 as part of the national healthcare digital transformation agenda. This study aimed to analyze the effect of EMR policy implementation on healthcare administrative efficiency at 'Aisyiyah Sitti Khadijah Main Clinic, Parepare City. A quantitative study with a cross-sectional design was conducted from March to May 2026 involving 66 staff members and 285 outpatients. Staff respondents were selected using total sampling, while patient respondents were selected through accidental sampling. Data were collected using structured questionnaires and analyzed using univariate and Chi-square tests. The findings revealed that EMR policy implementation significantly influenced staff perceptions regarding healthcare administration (p = 0.000) and patient waiting time efficiency (p = 0.009). Staff who perceived the EMR policy as easy to understand were more likely to report positive perceptions of administrative services and shorter patient waiting times. However, technological infrastructure and internet network availability were not significantly associated with healthcare administrative efficiency (p = 0.608). The study concludes that effective EMR implementation contributes to improved administrative efficiency, particularly through enhanced staff acceptance and reduced waiting times, supporting the ongoing digital transformation of healthcare services Keywords: Policy, Electronic Health Records, Administrative Efficiency, Healthcare Services, Digital Transformation
