Policy Challenges in Developing Nusantara Smart City: Lessons from Phase 1 Development

The development of Nusantara as Indonesia’s new capital incorporates the concept of a smart city as an integral component of its long-term development strategy. However, the implementation of smart-city policies involves challenges that extend beyond technological and infrastructure development. The findings indicate that Phase 1 achieved substantial progress in establishing the physical and digital foundations of Nusantara Smart City, particularly in connectivity infrastructure, smart infrastructure, renewable energy, command and control systems, and digital platforms. The experience of Phase 1 suggests that subsequent development should strengthen operational governance, clarify institutional mandates, improve inter-institutional coordination, and align technological deployment with institutional and urban readiness.
