Micro, small and medium-sized enterprises in Indonesia face heterogeneous constraints in digital capability, branding, product standards and market access, yet public support is often delivered through fragmented programmes. This article develops a cluster-based policy framework for marketing transformation. The underlying policy study combined stakeholder focus groups, policy review, international benchmarking, field-based segmentation and key-performance-indicator design. Five operational clusters are differentiated using eight readiness dimensions. The resulting framework aligns market access, digitalisation, collective branding, product competitiveness, strategic partnerships and tiered incentives with enterprise readiness, and proposes a three-stage implementation roadmap. The study argues that segmentation should function as a policy-allocation mechanism rather than merely a descriptive classification. By linking enterprise readiness to differentiated interventions and measurable outcomes, the framework offers an implementable approach for emerging economies seeking to move from generic small-business support towards coordinated, data-driven marketing ecosystems.
