The Free Nutritious Meal Program (Program Makan Bergizi/MBG) is one of the government's strategic efforts to support the nutritional intake of school-age children, making the consistency of food quality and safety oversight critical to its success. However, current monitoring still relies heavily on manual inspection, which is limited by time constraints and the risk of human error. This study aims to develop a prototype image-based web scanner application utilizing the MobileNet model to assist in the rapid detection of nutritional content and indications of food safety. The study employed a design science research approach, with data collected through literature review and a field survey of MBG recipient students using Google Forms. Survey results show that students have direct experience with the MBG program and generally rate the food received as fairly good in terms of taste and cleanliness, although food safety remains a concern. Respondents also expressed strong interest in an image-based scanner application as a food-checking tool. These findings suggest that the image-based web scanner application has the potential to serve as an initial screening tool supporting nutrition and food safety oversight in the implementation of the MBG program in schools.
