Purpose - Child marriage is a multidimensional issue because it relates to the protection of children’s rights, poverty, education, health, and the effectiveness of child protection governance at the local level. This study aims to analyse the role of the Sumber Agung Subdistrict administration in Bandar Lampung City in protecting children’s rights from the impacts of child marriage and to identify strategies to strengthen the administration’s role in preventing and addressing this issue. Methods - This study employed a socio-legal and interdisciplinary approach with a qualitative case study design. Data were collected through interviews, observations, and documentation of sub-district officials who handle child marriages and were then analysed using the theories of street-level bureaucracy, legal empowerment, and Maqāṣid al-sharī‘ah. Findings - The study results indicate that between 2022 and 2025, there were 15 cases of child marriage in Sumber Agung Village, with economic factors as the dominant cause, followed by education, culture, and social norms. The role of village officials remains dominated by administrative functions but is beginning to expand to include education, counseling, advocacy, and coordination. Limitations in authority, resources, and specific procedures prevent the optimal institutionalisation of officials’ discretion. Furthermore, the sub-district has the potential to serve as a bridge between the community and legal and protection services. Within the context of maqāṣid al-sharī‘ah, it provides substantive guidance through the protection of the life, reason, lineage, and property of the people. Research contribution/limitations - This study contributes to the development of a local government-based child protection governance system by transforming government officials from mere administrators into child protection actors who adopt preventive, advocacy-based and collaborative approaches.
